12/09/25 Tribute to Dep Chief Stephen Michael Downing

A Cultural Baggage Tribute to ret Deputy Chief of Los Angeles, Stephen Michael Downing, beloved husband, father, grandfather, great grandfather, mentor, friend, and champion of justice, passed away peacefully on November 20, 2025.  Born October 28, 1938, in Hanford, California, he was married to Adrienne, the love of his life, for 67 years. There will be an intimate family celebration of life.  In lieu of flowers, the family suggests donations to organizations that support criminal justice reform or programs that aid vulnerable youth. He will be deeply missed and forever loved. Our guests discuss Steve's life history are Diane Goldstein the Executive Director of LEAP and ret. Superior Court Judge James P. Gray.

On this edition of Century: Housing First. People who use drugs face persistent barriers to housing, decent work, healthcare and safety. Reintegration and rehabilitation programs are usually tied to abstinence so they exclude people who aren’t yet ready or don’t want to stop using drugs. Yet the evidence shows that inclusion increases options for people to gain control over their lives, and it’s most effective when it is low-threshold, rights-based, and built on harm reduction, peer involvement, and practical supports. Cities and nonprofits around the globe are demonstrating what this looks like in practice.
