Major Neill Franklin is a retired 34-year law enforcement veteran of the Maryland State Police and Baltimore Police Department. He currently serves as the Executive Director of the Law Enforcement Action Partnership (LEAP). LEAP is a non-profit organization that uses expertise to advance drug policy and criminal justice solutions.
